What do you do when you are asked for a way to extend the life of tropical fish and reduce highway fatalities?
Or perhaps to uphold accountability and transparency?
Step One is to realize that these are unrelated tasks. Perhaps there is a synergy between them; perhaps not. It is better to think first about each problem separately so as not to be blinded to the best solutions.
Step Two is to wonder and perhaps presume that the person asking these things wrongly thinks they are single tasks or strongly related tasks. To realize that they are confused.
Step Three is to realize that the original intent and understanding of the situation has been lost to this intermediary.
Step Four is to find and confer with someone with knowledge of the actual problem.
Step Five is to begin solving the actual problem.
